Evaluation methodology and scoring criteria

Score every supplier from 0 to 5 on the same evidence. Multiply by the weight set before proposals arrive. A zero means no acceptable evidence. A three means the requirement is met with documented conditions. A five means the supplier exceeds the requirement with verified installed performance.

Change weights to the business case before scoring. A toll processor may weight throughput and uptime more heavily. A premium live-resin producer may weight product quality, cold chain, and gentle handling more heavily.

Throughput claims and the questions buyers should ask

A pounds-per-hour claim is incomplete without feed state, temperature, particle preparation, loading and unload time, solvent ratio, extraction passes, recovery, cleaning, crew, uptime, yield, and accepted product specification. Ask for raw batch records from a representative demonstration.

Normalize supplier quotes with a process basis

Issue the same request to every qualified supplier. State feed form, moisture, temperature, target compounds, expected recovery, batch size, annual and peak throughput, operating hours, cleaning frequency, solvent limits, finished product, utilities, room conditions, staffing, automation, data, documentation, service location, and schedule. Require suppliers to identify every assumption and exclusion.

Convert proposals into one equipment and scope matrix. Separate core process equipment, ancillary pumps and chillers, solvent storage and recovery, filtration, post-processing, controls, instrumentation, electrical panels, ventilation interfaces, installation, freight, tax, startup, qualification, training, spares, consumables, software, and recurring service. A lower skid price may create a higher installed cost when utilities and owner-furnished scope are added.

Utilities, room classification, controls, and integration

Request a complete utility matrix: voltage, phase, current, starting loads, heat rejection, chilled-fluid temperature and flow, heating, exhaust, make-up air, compressed air, gases, process water, drainage, vacuum, network, and environmental limits. Include startup, production, cleaning, idle, and upset states.

Do not treat a machine statement as approval for the room. OSHA 29 CFR 1910.307 covers electrical equipment and wiring in hazardous classified locations. UL describes ANSI/CAN/UL/ULC 1389 for plant-oil extraction equipment in ordinary and hazardous locations. The AHJ evaluates the installation under adopted codes and local amendments. Define control boundaries. Which skid starts pumps and chillers? Which system owns gas detection, emergency stop, permissives, alarms, historian, recipe, batch record, remote access, and recovery after a power loss? Put the interface points and test sequence in writing.

Documentation, certification, service, parts, and training

California's 2026 rules provide one jurisdictional example: professional closed-loop systems and facilities may require local fire-code approval, and licensees must maintain systems to manufacturer specifications with maintenance and verification logs. Factory acceptance and performance guarantee

Define acceptance with measurable inputs and outputs. The protocol should identify feed specification, batch quantity, run duration, solvent consumption, recovery, target yield or separation, temperature and pressure envelope, alarms, emergency stops, data capture, cleaning, labor, and utilities. State the sampling method, calculation, allowed exclusions, witnesses, report, correction period, retest, and commercial remedy.

Repeat critical checks after installation. Site conditions, ancillary equipment, controls integration, utilities, room ventilation, feed preparation, and operator training can change results. Separate mechanical completion, safe startup, performance acceptance, and regulatory approval so a successful vendor demonstration is not mistaken for permission to operate.

Safety and code evidence is installation-specific

Ask for the exact certification file, model coverage, drawings, component schedule, control narrative, operating limits, and installation instructions. UL explains that plant-oil extraction equipment standards address fire, explosion, electric shock, and hazardous-material risks, but approval still involves the machine, installation, ventilation, room, material quantities, and local authority. Electrical equipment and wiring in classified locations must be intrinsically safe, approved for the location, or otherwise permitted by the applicable rule and authority. OSHA's hazardous-location electrical rule is an important federal workplace reference. The design team and AHJ must determine the code path for the actual process, solvent, quantity, equipment, and room.

Installed base, resale market, and lifecycle risk

Installed base matters when it produces reference sites, trained technicians, shared spare parts, operating data, and a secondary market. Ask for three references running the same model, feed, and scale. Confirm whether the supplier, controls platform, and critical components remain active.

Resale value depends on brand recognition, model population, current support, documentation, certification records, controls transfer, condition, removability, and demand. A specialized integrated line may perform well but have a smaller buyer pool. Include deinstallation, decontamination, rigging, storage, and recommissioning in exit value.

New versus used equipment and discontinued models

New equipment offers configuration control, warranty, factory testing, current documentation, and supplier accountability. Used equipment can reduce capital and lead time when ownership, model, serial number, condition, controls, pressure-vessel history, modifications, cleaning, parts, and approval path are verified.

A startup focused on capital preservation may weight installed cost and lead time differently from a multi-site operator focused on standardization and service coverage. If the winner changes with a small weight adjustment, the decision is sensitive and deserves more evidence or negotiated risk protection.
